After numerous complaints about loose dogs on town owned properties within the town and in agreement with the Chief of Police and the Animal Control Officer, the Animal Control Officer will immediately start writing appearance tickets for people who have dogs that are not leashed in town.
According to Section 101-3 under Town Code, “ No person shall permit a dog or domestic animal owned by him to be at large within the Town of Webster unless restrained by a leash or lead; provided, however, that dogs may be unleashed while controlled or contained on the owner’s premises or when on the private premises of another with the knowledge, consent and approval of such person pr when hunting in the company of and under the control of a hunter or hunters upon the property of another with the knowledge, consent and approval of the property owner.”
For the past year residents have been warned that dogs must be on a leash at the Gosnell Big Woods and Field, Whiting Road Nature Preserve, North Ponds Park and other town parks, but the violations still occur. While I understand that your dog might be the most gentle animal in the world, some young child or an adult does not know that when a dog comes bounding at them while they are walking or running the trails in these parks.
This must stop and according to Town Code an appearance ticket can, and will be, issued in the future. Please do not take this out on the Animal Control Officer for he is only doing his job, and one that needs to be done at this time since warnings did not work.
