The Sewer Numbers – Part 4

Since our last post on EDU (Equivalent Dwelling Unit) configuration between Village and Town, we have had a lot of comments and questions on the Xerox EDUs that made up 60% of the total Village EDUs in 2017. Most were pertaining to what has occurred on those billings in the years after 2017. Below is that 2017 configuration along with a 4-year history of actual flows from Xerox converted to EDUS (2017-2020)

 -The 4,126 Xerox EDUs made up 60% of the 6,911 Village EDUs per the August 2020 presentation. Now it appears Xerox is at 3,534 EDUs based on 2020 actual flow/billings. Therefore, the actual total is approx. 6,317, which is 8.6% LESS than 6,911 from 2017.

 - When a municipality is determining the cost of the annual EDU rate, they need to determine what is the denominator (Total EDUs) to spread the cost of running the sewer plant over. That becomes more challenging when you have a large percentage of EDUs commercial. Assuming no movement on residential or other commercial EDU numbers between 2017 and 2020, the denominator (Total EDUs) went from 6,911 EDUs to 6,317 EDUs. 

-COVID may have had an effect on 2020 Xerox flows. However, the 2019 flow is not much higher than 2020 and 2019 was PRE COVID. It remains to be seen if 2021 and future flows on Xerox campus will return to 2017 and prior levels or higher.
