[ARCHIVED] Potential Sewer Regionalization: Village-only versus Regional cost per EDU to Village residents:

Potential Regionalization of Village and Town of Webster Sewer Plants: in-depth analysis from Supervisor Tom Flaherty

Village-only versus Regional cost per EDU to Village residents:

The costs to Village citizens of a Village-only plant versus a Regional plant consist of two items:

1. How much the Village will have to bond/borrow ’net of grants" and then the annual payback of that debt with interest, and

2. The annual EDU cost. The EDU cost is more difficult to do a comparative analysis on due to the fact that the Village’s current $150 EDU charge is a point of reference that may not exactly quantify the true cost of running the Village sewer plant and collection systems.

Simply said, the Village never utilized EDU cost up until about five years ago. They initially started with a $49 EDU charge in year 1, however it was conceded that the figure was "not the true cost", but a way to transition into the EDU charge schematic. The Village has increased that EDU charge each year since up to its current $150 level.
